This project, the Addition and Expansion of Four Existing Rest Stops, later re-named "Welcome Centers" in acknowledgement of their intended purpose, consisted of the design of a 1,200 SF prototype Welcome Center addition to be built at four sites scattered throughout Pennsylvania, each of which had an existing rest stop facility on it. The design contract was awarded in 1987 and construction of the fourth Welcome Center was completed in May 1993.

Included was the design of numerous pieces of millwork for brochure and box storage, brochure display, customer and staff counters, and secure display areas. Lighting was designed to reduce veiling reflections on surfaces intended to be used jointly by staff and visitors for review of maps, and to complement the use of clearstory glass during daylight hours. Included in the building program were public information areas, office space and toilets for staff, storage for literature and brochures, and secure display alcoves for display of goods and services available in the locale of the Welcome Centers.
